Henderson Municipal Code Title 14: Utility Services

The Utility Services Code is incorporated into the Henderson Municipal Code (HMC) as Title 14. Title 14 sets forth City responsibilities, authorities, and provisions to meet all federal and state requirements for water and wastewater while protecting the health, safety, and welfare of the City’s residents and users of City provided utilities and services.

Title 14 Updates Effective March 1, 2008

The Henderson City Council approved changes to the Henderson Municipal Code to take effect March 1, 2008. Changes were made to enhance the City's water conservation efforts, and incorporate minor adjustments to language and fees. Changes that may affect you are:

  • Residential water service deposits will increase to $150 for customers with no or fair credit history with the Department of Utility Services. Deposits will be returned after twelve months of good payment history.

  • Authorization must now be obtained from the Department of Utility Services Customer Care Center prior to irrigation of new turf or irrigation after re-seeding of existing turf, which can only occur for a period of thirty days from the date of planting or installation.
  • It is unlawful for any person to drain or empty any water from a swimming pool, hot tub, and/or whirlpool bath into the street or storm drain.

Department Service Rules

The Department Service Rules assure uniformity of interpretation and application of the responsibilities, authorities, and provisions included in Title 14. Additionally, this document should be considered as a resource to outline departmental methods, processes, accepted standards, rates, charges and fees as authorized in Title 14. The Service Rules do not replace the Henderson Municipal Code; they are intended to supplement it. For any conflicts, the Henderson Municipal Code takes precedence.

Henderson Utility Guidelines (HUGs)

The Henderson Utility Guidelines (HUGs) are intended to aid project engineers and team members in implementing accepted City of Henderson design practices for potable water facilities. The main purpose of the HUGs is to assure uniformity of design concepts, formats, methodologies, procedures, and quality of work products for the City. The project engineer should note that the details and descriptions contained within these guidelines are conceptual in nature and are not intended to preclude sound engineering judgment.
